Job Description and Duties

All DGS employees will be required to work in office at their assigned HQ location four (4) days per week and as needed/required in alignment with Executive Order N-22-25. The successful candidate must reside in California upon appointment.

Under the direction of the Staff Services Manager III, the Associate Governmental Program Analyst in the Administration unit is responsible for tackling a variety of complex analytical tasks. These tasks involve the development and implementation of administrative policies and procedures for the Office of State Publishing (OSP). This role serves as the liaison for the Records Program and Legislation, ensuring that OSP complies with all applicable laws and requirements to facilitate the success of the program.

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment and once per year.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


Ability of: Proven experience supporting executive or senior level managers in a fast-paced, highly regulated, or public sector environment. Two or more years of experience in administrative operations, program coordination, or cross-functional support roles. Project coordination, system analysis, or workflow optimization. Ability to work with discretion, handling sensitive matters with tact, professionalism, and a solutions-focused mindset. Produce executive level summaries, presentations, and correspondence. Analyze situations and data, identify gaps or issues, and recommend or implement practical, solutions-oriented approaches.

Knowledge to: Strong understanding of administrative operations, interdepartmental workflows, and executive support. Working knowledge of government compliance, contracts, procurement processes, performance metric tracking. Familiarity with data management tools, case tracking systems, and collaborative platforms (SharePoint, Smartsheet, Microsoft Planner, or similar). Process improvement, staff coordination documentation control, and operational audits.
